Look for whether they chose pgvector or a managed vector DB, whether they chunked sensibly, and whether they handled the "I don't know" case. Most juniors skip the last part.

2. Mid-level engineers relocating from South Asia (3-7 years)

The largest pool by volume. Indian, Pakistani, Sri Lankan, Bangladeshi engineers, often with strong backend experience and one or two GenAI projects. Salary band: $6,000-11,000/month for solid mid-level, up to $14,000 for someone who has actually shipped an LLM feature to production.

The trap here: CVs will list every framework in existence. "LangChain, LlamaIndex, CrewAI, AutoGen, Haystack, DSPy, Semantic Kernel." Nobody has used all of those in anger. Pick one they list and ask them to sketch the retrieval pipeline they built on a whiteboard. Ask what broke in production. If they can't tell you a specific failure mode (chunk boundary issues, embedding drift, tokenizer mismatches, cost spikes on retries), they've read tutorials, not shipped systems.

3. Senior engineers relocating from Europe or North America

Smaller pool, higher variance. Some are moving for tax reasons, some for climate, some because their startup failed. The good ones will cost $15,000-22,000/month base plus housing allowance. These are the people who can actually own an agentic system end-to-end.

How to vet them: Skip the coding test. Do a two-hour paid design session. Give them a real problem you're facing: "We need to route customer emails to seven internal teams using an LLM. Design the system. Where does it break at 10k emails/day?" A senior engineer will start asking about your current volume, your accuracy tolerance, whether you need explainability for audit, and what your fallback is when the model is wrong. If they jump straight into "I'd use GPT-4 with function calling," they're mid-level in a senior seat.

4. Freelance and fractional talent

This is where I sit for most of my MENA clients. There's a growing pool of independents in DSO and JLT, often ex-consultants or ex-founders, working project-based. Rates run $120-250/hour depending on scope. Good for PoCs, architecture reviews, and short-cycle builds where you don't want a full-time hire yet.

Salary ranges that actually reflect the market

Housing allowance is usually 20-25% of base, either as cash or as a separate line item. Some founders roll it into the base. I prefer separate: it's cleaner when you renegotiate later.

Freelance vs full-time: the real trade-off

Founders default to full-time hires because that's what they know. For AI work specifically, this is often wrong in the first year. Here's the framing I use.

Hire full-time when:

  • You have a validated product and known workload for the next 12 months.
  • The AI system needs continuous iteration based on real user feedback, not one-off delivery.
  • You have someone senior enough to manage them (or you're technical yourself).
  • Your data is sensitive enough that IP assignment and residency matter.

Use freelance/fractional when:

  • You're still figuring out if the AI feature is even worth building.
  • You need one specific skill (RAG evaluation, agentic orchestration, fine-tuning) for 6-12 weeks.
  • You want a senior brain designing the system but juniors implementing it. This is the pattern I run most often for MENA clients: I architect and code the hard parts, a local mid-level engineer maintains it.
  • You need to move faster than the visa timeline allows. Getting an engineer from India to Dubai typically takes 6-10 weeks after offer. A remote freelancer starts Monday.

The cost math is straightforward. A senior freelancer at $200/hour, working 15 hours/week for 3 months, costs about $36,000. A senior full-time hire on $18,000/month base costs roughly $270,000 all-in for the first year (base + housing + benefits + visa + laptop + office + recruiter fee if you used one). If you're not sure the project justifies year two, freelance wins on capital efficiency.

How I vet AI engineers in practice

The market is flooded with people who took a Coursera GenAI course and updated their title. Here's my three-stage screen that actually filters signal from noise.

Stage 1: The 15-minute call

I ask three questions:

  1. "Walk me through the last AI system you shipped. What did it do, what was the accuracy target, and how did you measure it?"
  2. "Tell me about a time the model was wrong in production. How did you find out and what did you do?"
  3. "What's your default stack for a new RAG project today, and why?"

If they can't answer question 2 with a specific incident, they haven't shipped. If their answer to 3 is a generic "LangChain + Pinecone + OpenAI," probe deeper. Ask what they'd do if the client insisted on on-prem. A real engineer will talk about Ollama, vLLM, or a local embedding model without missing a beat.

Stage 2: The paid design exercise

Two hours, paid at their rate. Real problem from your codebase, redacted if needed. I share a Miro board and we design live. I'm watching for:

  • Do they ask about data volume, latency, cost budget, and accuracy tolerance before proposing anything?
  • Do they think about evaluation upfront, or only at the end?
  • Can they name three failure modes for the design they just proposed?

Stage 3: A small paid build

One week, one specific deliverable. For example: "Build a hybrid search endpoint over these 500 documents using pgvector and Postgres full-text search, fused with RRF. Include an eval script with 20 test queries and a precision@5 measurement." Pay $2,000-4,000 depending on level.

You'll learn more about their code quality, their commit hygiene, and how they handle ambiguity in one week than in five interviews. About 30% of candidates who look great on paper fail this stage. Better to spend $3k than to fire someone in month four.

The mistakes I see MENA founders repeat

A short list from the last two years:

  • Hiring a "generalist AI engineer" as the first hire. You want a senior who has shipped one specific thing well, not a mid-level who lists everything. Depth beats breadth in the first hire.
  • Skipping the paid exercise to move fast. You will pay 6 months of salary to learn what a $3k trial would have told you in a week.
